ON THE RIVER

There are no doors, windows or even walls at the Palacios del Guadalupe, but already the future site of 54 luxury condominiums along Guadalupe Street has a unique view of the river.

Dirt work has begun at the site of the first of three buildings that will make up the complex. On June 22, Guadalupe-Town Creek Ltd. partners Brent Bates and Steve Monroe will host a groundbreaking celebration from 11 a.m. to 2 p.m. at the site. And while looking at the big hole in the ground that will be the base for the first 18 units may not excite most people, Bates is betting that the view from the 900-foot nearly complete riverwalk will.

“I call it the Great Wall of Kerrville,” Bates said.

Built to withstand a 100-year flood event, the riverwalk is a concrete trail with an 8-foot retaining wall on the land side. The wall is comprised of 2,000-pound limestone blocks covering a steel-reinforced concrete wall.

On the river side of the trail, Bates said the ground has been compacted to the same standards used to construct the base under the three-story condominiums. Non-native vegetation and debris have been removed from the river and replaced with native plants and wildflowers along the edge of the trail.

Bates said the gated condominium complex will have a locked, private entrance to the riverwalk, but that once construction is completed, the trail will be open to the public. His hope is that some day the complexe’s 900 feet of trail will be added to a bigger riverwalk stretching from the Riverside Nature Center to the Upper Guadalupe River dam.

“I wanted to be proactive rather than reactive,” Bates said. “I’d rather be able to put it together right than react to what the city was doing.”

For Bates, doing it right includes building the condos 10 feet above the flood plain. He said that during the most recent flood event when the Guadalupe River reached the fifth highest crest on record, the water reached within five feet of the riverwalk, but never topped the trail.

“That tells me our engineers were right,” he said.

The condominiums will be built on the former site of a bar and warehouse. Units will be from 1,500- to 2,500-square-feet and cost will range from $225,000 to $445,000.

Units run from the front to the rear of the building so all upper floor condos will have balconies overlooking the river. The buildings will have underground parking and private storage space in the garage for each unit.

Karen Walker, sales and marketing director, said condos are being presold now, and owners can design their own floor plans.

“Everybody gets to work with an interior designer,” Walker said.

Bates said the first units should be occupied by June of 2008 and that construction on the second building will get underway after two-thirds of the first 18 units are sold. That should be in about three to six months, he said.
